Bingo & Pull Tabs
Bingo games and pull tabs games shall only be conducted by charitable or non-profit organizations, which have been in existence in the State of Wyoming for at least three (3) years and, commencing on July 1, 2020, are licensed by the Wyoming Gaming Commission under W.S. § 11-25-104(n).
Raffles
W.S. § 11-25-101 (H). States: "Raffles conducted for charitable purposes"; are exempt from Wyoming's Illegal Gambling laws.
A person must not obtain a license to hold a charatible raffle. However raffles conducted for reasons outside of a charitable purpose, will be investigated by this office as illegal gambling, a felony in the State of Wyoming.
Q. What is a Charitable Purpose?
A. The term charitable is used in its generally accepted legal sense and includes relief of the poor, the distressed, or the underprivileged; advancement of religion; advancement of education or science; erection or maintenance of public buildings, monuments, or works; lessening the burdens of government; lessening neighborhood tensions; eliminating prejudice and discrimination; defending human and civil rights secured by law; and combating community deterioration and juvenile delinquency.
Q. How much of the raffle proceeds must go to a charitable purpose?
A. 100% of all raffle proceeds (proceeds less expense of give away) must be used for a charitible purpose as outlined above.
